This was the only in-depth Congressional Hearing which received expert testimony from nuclear weapons test experts including Dr Frank H. Shelton (in 1959 he was the Technical Director of the U.S. Armed Forces Special Weapons Project or AFSWP, and was in charge of the 1950s American nuclear weapons effects tests in the Nevada and in the Pacific; he later authored Reflections of a Nuclear Weaponeer, 1988, and was interviewed on nuclear weapons tests in the movie Trinity and Beyond), Dr Terry Triffet (fallout characterization project officer at Operation Redwing, Bikini Atoll, 1956, the only Pacific test series in which the fallout patterns for high yield coral island and ocean water surface bursts Zuni, Tewa, Navajo and Flathead were completely documented by both aircraft and ship surveys), Herman Kahn (RAND Corporation civil defense strategist), and others.
